One of the rights of all Americans, including those incarcerated in jails and prisons, is the right to file lawsuits against other individuals and organizations. Whether these cases have legal merit is a matter of the courts. Inmates file lawsuits about a number of issues, including conditions of confinement, programs, medical and mental health care, and use force.
