The Maryland Department of Public Safety and Correctional Services (DPSCS) is looking for a broad-based executive who will lead all clinical aspects of the health services delivery system for a large inmate population. The Chief of Health Services has a direct impact on the Department’s mission to provide health care services and program administration that assures a constitutional level of care. This position serves as a subject matter expert in delivering medical services using industry best practices with proven results.

Main Purpose of Job

Performs administrative coordination and oversight of the system for health care delivery in the Maryland Department of Public Safety and Correctional Services (DPSCS). Serves as the principal advisor on correctional health care matters to the Department’s Secretary, Commissioners and other Division Directors. Establishes policies related to health care and the administration of the Health Services Division that assures a constitutional level of care.

POSITION DUTIES

  • Provides coordination and oversight to the health care delivery system in DPSCS. Assures that individuals under the supervision of DPSCS have ready access to quality health care. Ensures coordination of healthcare services meets special needs of our population.
  • Coordinates the development and implementation of policies and standards related to health services professional standards, mental health monitoring, and all measures of preventative healthcare.
  • Collects and monitors data regarding health services provided to DPSCS offenders, monitors required compliance with agency policy, the American Correctional Association Standards, and the Maryland Commission on Correctional Standards.
  • Serves as the Department’s lead contact and representative on all health care matters to contractors, academic institutions, governmental agencies, private organizations, courts, and the public, and represents the agency at state and national conferences.
  • Assists in the implementation of programs to enhance workplace health and environmental protection; assists in formulating policy for DPSCS employee health care programs, and contributes to programs of health education and health promotion. Plans, assigns, and supervises the work of others to include a multi-disciplinary team of healthcare providers and senior leadership.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Incumbents in this job class must possess or be eligible to obtain an unrestricted license to practice medicine and surgery in Maryland. Maintaining a valid license(s) and certification(s) is required for continued employment in this position. Incumbents in this class may be required to possess and retain certification as a specialist in an area such as geriatrics, ABI/TBI, forensics, substance abuse, etc. Incumbents in this class may be required to travel. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

KNOWLEDGE, SKILL, & ABILITY

  • Knowledge of correctional healthcare and/or community delivery systems both contracted, and department managed.
  • Knowledge of the current principles, methods, and techniques of the practice of medicine; of the analyses prepared by medical laboratories; of the principles and language of prescription writing; and of the nomenclature and uses of medical equipment.
  • Knowledge of the current principles and practices of the administration of clinical and preventive health care services.
  • Knowledge of policies and procedures related to the delivery of correctional health care preferred. Knowledge of national, state, and case laws applicable to the delivery of correctional health care. Knowledge of managed care systems, quality improvement programs, peer review mechanisms, telemedicine, pharmacy delivery stems, and medical logistics.
  • Knowledge of training, capabilities, and utilization of mid-level medical practitioners.
  • Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public.
  • Skill to review and evaluate the provisions of clinical and preventive health care services.
  • Skill to review and evaluate technical data and to prepare technical reports.
  • Skill to diagnose and treat patients appropriately.
  • Skills to direct the development, organization, management, and coordination of various medical disciplines.
  • Skill to develop and direct staff in the implementation of effective clinical and preventive health care services.
  • Skill in the use of computers and related equipment in a stand-alone or local area network environment.
